ADVERTISEMENT FOR BIDS – NOTICE TO BIDDERS

Sealed Bids, subject to the conditions contained herein, will be received by the Town of Richmond, at the Richmond Town Hall, 8690 Main Street, P.O. Box 145, Honeoye, New York 14471, until 11:00 AM local time on February 10, 2017, and then publicly opened and read, for furnishing all labor and materials and performing the work for the: 

 

Town of Richmond – Pinewood Hill Road Bank Protection 

 

The Contract Documents may be viewed and ordered through the Avalon Plan Room website at: www.avalonroch-planroom.com/ in the “Public Bid” section. If you do not have internet access or have questions on ordering from the site, please contact Avalon Document Services at (585) 242-9999. Drawings can be picked up at any of Avalon Document Services' locations.

 

1. A deposit of Fifty Dollars ($50) will be required for each set. Cash deposits will not be accepted. If bid documents are to be shipped, then Bidder must furnish Avalon with the Bidder’s active UPS or Federal Express account number or pay Avalon for all shipping and handling costs. Also required is Federal I.D. Number or Social Security Number at time of purchase. All deposit checks are to be made payable to the Town of Richmond. A refund will be made by Town of Richmond in the amount of $50.00 to Bidder(s) or $25.00 to Non-Bidders, for the return of all the sets in good condition within (30) days of the bid date.

 

2. For a non-refundable fee of Ten Dollars ($10), interested firms may request and receive an Electric Download of the bidding and contract documents. 

 

3. For a non-refundable fee of Ten Dollars ($10), interested firms may request and receive a CD with electronic copies of the bidding and contract documents. 

 

The Contract Documents must be obtained through the Avalon Planroom in order to be considered a Plan Holder of record. Bids will only be accepted from Plan Holders of record.

 

A bid security in the amount of 5% of the total bid payable to “Town of Richmond” will be required and is subject to the conditions provided in the Instructions to Bidders. Failure to submit a bid bond or certified check with bid will result in automatic disqualification of bid. Failure to submit a bid upon the proposal form(s) furnished in the Bid Documents will result in automatic disqualification of bid.

 

The successful bidder must furnish at the time of Contract Execution a Performance Bond and a Payment Bond each in the amount not less than 100% of bid price in accordance with the Instructions to Bidders.

 

Packets containing bid forms, must be sealed, marked, and delivered to the Town of Richmond, 8690 Main Street, P.O. Box 145, Honeoye, New York 14471. Also mark on the envelope the project name.

 

The Bidding Documents may be examined at the Town of Richmond, 8690 Main Street, P.O. Box 145, Honeoye, New York 14471 and at Chatfield Engineers, P.C., 2800 Dewey Avenue, Rochester, NY 14616 during normal business hours. 

 

The Owner reserves the right to revise or amend the bidding documents prior to the date set for opening bids. Such revision and amendments, if any, will be announced by addenda to this advertisement. Any inquiries regarding details on specifications must be directed in writing to the Project Engineer – Jonathan Hinman. A pre-bid conference will be held at 11:00 a.m. local time on February 3, 2017 at the Richmond Town Hall, 8690 Main Street, P.O. Box 145, Honeoye, New York 14471. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

 

No bidder may withdraw their bid for a period of sixty (60) days after the date set forth for the opening thereof and may not withdraw it at any time prior to the opening of bids, except in accordance with the “Instruction To Bidders” Document C-200.

 

This contract is subject to compliance with Article 8 of the New York State Labor Law regarding prevailing rate of wage and Federal Law regarding Davis-Bacon wage rates.

 

BIDDERS ON THIS WORK WILL BE REQUIRED TO COMPLY WITH THE PRESIDENT'S EXECUTIVE ORDER NOs. 11,246 AND 11,375 WHICH PROHIBIT DISCRIMINATION IN EMPLOYMENT REGARDING RACE, CREED, COLOR, SEX, OR NATIONAL ORIGIN. 

 

The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations. No contractor debarred by the NYS or US Department of Labor may submit a bid. 

 

The Owner also reserves the right to waive any informality in or to reject any and all bids.
